DRIVING SCHOOLS, DIVERSIFICATION TEST CIRCUIT MANAGEMENT REVIEW

Madrid Federation Driving

Alcorcón, 1 February

2010 Dear Sir:

Neighborhood Association West Park Alcorcón has been reporting for several months as the streets of our neighborhood has been a dramatic increase in the number of vehicles driving schools, both driving practices and directly in practical examinations to obtain the registration certificate. These practices are ancient and in our streets, but there have been increased dramatically after the application in the neighboring town of Mostoles of legislation that restricts the hard way the implementation of these practices and in their road tests.

understand that these practices is not necessary is that they are really essential to train the novice driver and validate your expertise and knowledge of traffic rules, but we are very harmful to our daily lives that these practices with particular emphasis on the streets of our district. Every day dozens of cars, motorcycles, buses, trucks, simple or articulated circulating circuit or practice of parking on our streets. This creates continuous interference with traffic situations, especially in the roundabouts, and a feeling of insecurity by having such a concentration of drivers in practice, feeling that increases with the candidates of motorcycles, which run their own, without the possibility of a monitor prevent operations. We have almost assured that the teachers responsible for these practices try to avoid these situations of conflict, but they and we know this is possible until a certain point, and that the more often the problems occur without the possibility of avoiding .

is why we invite you to seek to diversify the test circuit between the various municipalities in the area and within Alcorcón, in other quarters of the people. In parallel we are responsible for contacting the Testing Center of the Provincial Traffic Móstoles to urge examiners to also diversify their schedules of examinations. This will prevent the not too broad road of our neighborhood look constrained by dozens of cars coming from remote corners of the Community of Madrid. This will relieve pressure exorbitant suffering our streets and calm the clamor that exists between the neighbors against these practices, which if not alleviated this situation, could lead to greater pressure measurements that from this partnership, we are trying to avoid.

We are at your disposal to, if appropriate, a meeting and study how to solve this annoying situation so as not to compromise the center road tests USTE directs.

Yours sincerely.

crosswalk KING JUAN CARLOS UNIVERSITY

Trevijano Pedro González-Rector of the University Rey Juan Carlos Campus de Móstoles
-Chancellor
C / Tulipan, s / n 28923 Móstoles

Alcorcón, to April 12, 2010

Dear Chancellor: We come

The Association wish to express our strongest opposition to the management of that step and formally request a thorough review of schedules and modes of access allowed. We understand that for pure economy of means for college is chosen based upon the least restrictive way possible, but that strategy has to be reconsidered in light of the claims neighbor. And we are certain that both you and your board of governors are aware that their campuses are enrolled in municipalities inhabited areas with internal mobility demands must be met for the city to run harmoniously.

Alcorcón campus is an area of \u200b\u200balmost one kilometer long by 500 meters wide. This large wedge is cast in the middle of the city by creating a bias, a barrier effect quite inconsistent with any doctrine of modern city planning. In most cities, college campuses are embedded spaces in the heart of their helmets, living spaces linked with the city. In our case it is a sterile enclosure, a fenced area accessible only to teachers and students and in precarious conditions than for the rest of the citizens. It is particularly offensive to the neighbors to see closed this way and, paradoxically, the same access to other open hours, including Sundays and holidays, to fit users of sports facilities. The times in which this access is open to residents, unfortunately, have little or nothing to do with the times "life" of residents in the neighborhood. There are times that coincide with school hours, not to the demands of the residents.

All this problem is even more incomprehensible as when we consider that we are dealing with a public university established, at least in the case alcorconera on public land granted by the municipality of Alcorcón. It is difficult to maintain a public land which an institution open to society as is a university, is perceived as a "box" closed to the public, a confined and sealed perimeter, an urban barrier as impassable most of the time, as it could be a barracks, a highway or a railroad. Therefore

formally ask you, on behalf of its governing board, to review the current management system crosswalk. Our Association, acting on behalf of the residents of this neighborhood, which the campus would be just another neighbor, asks for reforming the way schedules. These times should be similar to the opening of the metro. In this sense, it would also be necessary to open these steps every day week all year round. Similarly, we believe that there is no need to ban the passage of bicycles. We believe there should be the only campus university in the world with access forbidden to bicycles, something contrary to the policies that preach the use of sustainable modes of transport.

understand that this policy change regarding this step would change the way current management of this campus, but we believe there are formulas that will reconcile our demands and needs. The council is aware of our intentions and has also expressed its wish to review this situation in the light of the claims neighbor and operating conditions this step, as we have indicated, are more restrictive than they thought previously agreed. In this sense we may think it would be possible to study new forms of collaboration between council and university to manage this step at a time much larger than today.

is why we urge you to review the formula in current use and were open to any interview with you to resolve the more positive the problem among neighbors starts generating a negative perception of an institution so noble and positive as a university as you preside. They are, ultimately, a neighbor of the neighborhood, and we want these neighborly relations will develop in the most collaborative as possible. In this sense we could exploit this meeting to explore ways of cooperation between his institution and the neighborhood association.

take this opportunity to express our consideration and congratulate the prestige that the young institution over which you preside. We look forward to hearing from you. Yours sincerely.
